Who do you let know when a parent refuses to fallow visitation schedules?

my husbands ex is refusing to meet half way to get his daughter to us. its in the court paper, we are supposed to have her for labor day also and she said no. how do we go about solving this? who do we turn her into? we live in nebraska.Who do you let know when a parent refuses to fallow visitation schedules?
Is different ways to do it, one is to go to a social worker who will help you to the whole process, or go to the same court that order the visitation schedules and expose your situation, the fact that she is refusing to meet half way is the same refusing to let him see his child. Not good! court order is to be respected and a judge will not tolerate this, tell you husband to communicate calmly with his ex to try to resolve this matter in the best friendly way for the best of the child, explaining you don't want to do this, that all you want is what the court ordered, if she refuses than go for it, no reason to feel guiltyWho do you let know when a parent refuses to fallow visitation schedules?
The only way is back to court. She can be found in contempt. The problem is she knows full well the courts take a very long time and often rule on the contempt and do nothing to enforce it. By the time you get into court for Labor Day visitation it will be Halloween. Etc. , Etc. , Etc.......
