In any tattoo parlor usually the money talks more than the ID. Reputuable places do babies (really), something I am glad dad didnt put me through. You can get one, but pick a good place. Check the guys equipment, to see if it properly sterilized. Just be safe, ok?

Not legally. You have to be 18. Some places won't even let you get a piercing until you are atleast 14 or 15, even with an adult.
